I just set up Windows 10 and connected via Ethernet, but I couldn’t find any fixes online.

Windows 10 is set up, all hardware is connected, the Ethernet port is active, but nothing appears when you try to browse or update.

It’s merely refreshing updates so I can install apps and use browsers—it’s just a simple update.

Windows is checking for updates? It might need some time to apply the necessary patches based on your installation version. You can install apps and surf the web without issues. No issues detected here.

The issue isn't about no windows, it's about the update process itself. That's what I was explaining.

Are you asking about the ability to install Steam updates? Reboot your system; Windows Update might become unresponsive.

I've restarted several times, but it's not just Windows updates—it affects any internet attempts too. Services can't connect, so the update process isn't working properly.
