I just configured wake on LAN to activate my PC using my phone, but it only works when I’m on the same Wi-Fi network. I looked up some tips, but nothing about enabling it off-line. I need a way to turn it on automatically even without being connected.

You'd need to configure DNS to point to your IP address and route traffic through your router's ports.

You'd have to trick it into believing it's part of the same network so the wake-up signal can pass through the network card. If it functions, it must be using a VPN.
