I don’t understand your router well, but from what I see in this guide, it seems like you just need to download the OVPN configuration from PIA and upload it to your router. Then enter your PIA username and password when prompted. Regarding your phones and router’s public IPs, they should match when using the VPN, or both should connect to the same internal VPN address. To set this up, you’ll need to create a VPN server on your router and configure your laptop or phone as a client. This tutorial might not be fully reliable, but it appears to look promising.
