Compare them during various periods; this way you'll require FPS and MSI with Afterburner.

It seems uncertain, though I doubt they do. Games usually adapt their settings automatically depending on the operating system

Settings are likely stored on the device itself, so you need to adjust them manually on the other machine or locate the file containing the settings and transfer it there.

The issue is clearly linked because both devices are connected together. I logged in on one and attempted to log into the other, which caused the first one to go offline. It seems the settings might be stored in the cloud, so I checked Recon’s benchmark tool to compare the performance of my 1600x and 1800x.

Games save configuration data in personal folders. One file could contain all preferences or just controls, while graphics might be separate. Usually they reside in <User>/Documents/<Game> or within Steams folders. Take a look around and back them up to maintain control settings.
