I own this great 240 refresh monitor. I set up a high-end rig to run Overwatch at that frame rate, even aiming for higher. However, the game only shows 140-200 frames per second with all settings at low at 1080p. The MSI afterburner photo is attached. My system runs GTX 1070 Ti and an overclocked i7 4770K. Despite high usage and normal temps, my PC isn’t pushing itself further. What’s happening?

Accessing the 'Ultra' options can affect performance. Ensure your graphics drivers are up-to-date and verify if you used DDU prior to installing the newest Nvidia drivers.
I just used DDU before the clean install of drivers, right before I planned to post. I reinstalled only the graphics drivers, leaving out GeForce Experience and sound drivers. I also tried installing it with GeForce Experience, but that didn’t work either. My frame rate stays almost the same even at ultra settings, which is odd.
It's odd since the Ultra stats look typical, but your 'Low' performance feels significantly different.
Game frames capped at 300 with MSI afterburner enabled. Both NVIDIA and general settings accepted.
