My monitor is a Samsung Syncmaster B2330H/B2330HF (Analog), running at 60 Hertz.
My computer specifications are as follows:
Intel ® Core ™ i7-4790T CPU @2.70 GHZ, 2701 Mhz, 4 Crore(s) Logical Processor(s),
Microsoft Windows 10, HP Manufacturer, 64 bits, 8GB RAM.
Graphics include Intel HD Graphics 4600, with 2176MB total memory, 128MB dedicated video memory, and system memory at 2048 MB.

I wish to increase the CPU frequency to at least 3.5 to 4 GHz and upgrade the graphics to NVIDIA 980 or Nvidia GTX 1080/Ti.
My goal is to play Skyrim on high-ultra settings, with plenty of mods and good HD performance. I also want to consider using 4K textures.
How can I achieve this?

Recommended graphics settings suggest a 920 x 1080 display.
I'm considering purchasing this graphics card.
Evga GeForce Gtx 1050 Ti Sc Gaming 4GB GDDR5 DX12 OSD Support Video Card is available for around $200.
My current graphics card is Intel integrated, making it uncertain if another can be installed.
My processor runs at 2.7 GHz; with turbo it reaches 3.9 GHz, but I’m unsure how to adjust that.
Assistance is required.

Your power supply unit is clearly too small. Could you open the case and capture a photo of the PSU and motherboard inside? Or let me know the size and whether it’s easy to remove.

Your power supply unit is definitely too small. Could you open the case and provide a photo of the PSU and motherboard inside? Or let me know the shape of the PSU and whether it can be removed easily? I can take it out easily and see if there are any recommendations.

PSU is quite compact → a standard PSU won’t fit. Recommend purchasing a new case, GTX1060 6GB first, then build using other components.

Your CPU is still pretty good. Turbo boost will activate automatically when power is enough and your cpu is performing close to the edge as long as it is enabled in BIOS. Let me know if you have any questions.

It looks like you're currently needing several items: adjust turbo speed via BIOS (which isn't familiar), acquire a new GPU card, obtain an additional power supply unit, and install a new case.
