One day my machine failed to power on. No lights, no electricity, nothing at all. Initially, I suspected the power supply and upgraded it from 600w to 750w using a tester. Both functioned properly. I found a motherboard from a friend that had never been removed from packaging. I transferred everything onto the new board, and now all components are active except for the display. The new board shows MSI EZdebug light, and the CPU indicator is on. The only connection issue is with the RGB water pump lights. I built my first PC, but this one led me to choose CyberPowerPC, giving me some experience, though limited. I’m currently stuck and struggling to find more information. I used a PC part picker to verify compatibility with the new board, which suggested possible problems and recommended updating the BIOS.
TRIED: swapping power supply, installing new motherboard, updating BIOS via FLASH stick using two USB drives and different BIOS versions, disconnecting the graphics card to test if the PC would start with integrated graphics in the CPU (I’m unsure how to proceed), purchasing new RAM sticks and testing all configurations (2, 24, 13, 1234, 1, 3, 4).
I’m almost ready to abandon my PC and send it a message.

750W is the advertised wattage of the unit. Could you share the make and model of your PSU and its age?
I upgraded from a 600w unit to this 750w one. What was the previous PSU model and its age?
I found a motherboard from a friend for free, still in its original packaging. I transferred everything over, but lights and fans are on while no display appears.
I switched to a B450 chipset board; essentially, you went backward with the chipset. A B550 motherboard would have been better.

The motherboard specifies that the first RAM module installed must go into DIMMA2.

The new power supply is an ARESGAME AGV750, it's only been a month. I don't have any information about the previous PSU. I think I went backwards—it was free and 'likely' compatible. I don't have a link, but my RAM sticks are Corsair Vengeance LPX DDR4 and XPG ADATA DDR4. It's been a while since I tried the FLASH BIOS and installed the latest version, then the first compatible one. I followed everything properly, including formatting and setting up the USB drives correctly.
I used the standard cables from the PSU. The motherboard is correct, I've reviewed all ram slot options and started with dimma 2, but it didn't work. I checked every other configuration just to be sure. I'm concerned my CPU or GPU might be faulty, and I don't want to keep buying unnecessary items. This PC has been functioning for three years before it stopped working.

The worst thing to worry about more than a new build that won’t start is one that worked before but suddenly stops without reason. This suggests the problem is likely hardware-related rather than an oversight. If your friend had an AM4 motherboard, you could borrow it to test—would they also have a CPU? I’d have checked that long ago since swapping a CPU is much simpler than replacing the board.
If the Tomahawk model is B450, it may require a BIOS update to recognize the CPU, but you’ve already attempted that. It seems the issue likely lies with the CPU itself. Since debugging confirms this, the cost of the CPU is low, so as a final option you could order a replacement or upgrade from Amazon. If that doesn’t fix the problem, you can return it for a full refund without losing much time.

The operating system doesn't influence whether a system POSTs or not. Even without connected hard drives, the system should still POST. This indicates a CPU issue to me. Particularly when the debug reports the same.
Loosen the CPU cooler slightly, but avoid pressing too hard, or issues might arise.
I experienced a scenario where the post-procedure setup kept the CPU debug light illuminated on an MSI b550m. I cleaned the memory slot with care, used a brush to remove debris, and rubbed it with a rubber, which allowed the system to function normally afterward.
After these steps, I became convinced that the CPU was no longer working.
