Beyond your individual data files, there are no tools available to separate your apps and configurations from the previous operating system and transfer them to a fresh computer. For your personal documents, store them on a flash drive or external storage, then move them to the new device.

Programs, please reinstall.
Upon installation, an application creates numerous entries in the Registry and other locations. The new operating system is unaware of these changes. Shortcuts would have to be recreated since the files are now in different places.

All programs and files need to be reinstalled. You should be able to copy the photos, documents, videos, etc., to an external drive and transfer them to the new computer.

That's really useful. Someone suggested using a USB to USB with a transfer adapter could work easily. A suitable cable like this one can be used.

There are several (possibly more affordable) ways to obtain a USB device priced at $40, but I believe using an external USB drive or portable storage is a preferable choice. It offers protection against data loss if your systems become corrupted. Some possibilities If you can position both computers together and turn them on at the same time, you might be able to share files easily through file sharing. This requires two monitors, two keyboards, and two mice. Another method involves using a KVM switch, which allows sharing one keyboard, video output, or mouse between two machines. https://en.wikipedia.org/wiki/KVM_switch You could also send files over WiFi, provided both PCs have a Wi-Fi card.
