This temperature isn't out of the ordinary for a 13th-14th generation i7/i9 with a 360mm AIO. It really depends on your BIOS configuration and the workload you're using. Still, it's puzzling why the fans aren't reacting to your curve. It might just be due to MSI Dragon Center being known for its issues, as most motherboard software tends to have problems. However, Asus Armoury Crate performs much better.

The MSI BIOS labels it as "game boost" with overclock presets, setting the CPU to 5.8 GHz, which they advertise as 6.0 GHz—considering that's still within a safe range.
