Task Manager indicates GTAV consumes about 75% of resources, leaving 25% unaccounted for. It’s possible several processes are linked and sharing the remaining capacity.

I experienced three times the wow effect simultaneously without noticing, which led to a slowdown. Just confirming it wasn’t happening.

You can fine-tune settings to share processing load between CPU and GPU, but pushing GPU settings too high while lowering CPU usage will actually slow down frames. I5 8400 lacks power for GPUs above GTX 1070 at 1080p. Performance will actually decline further. Consider raising your resolution so CPU rendering stays ahead, giving your CPU breathing room. Or, you might want to accept the situation. Increasing graphics settings won’t boost FPS—this person seems misled. With a GTX 1080 and I5 8400 in AC Odyssey, at 1080p Ultra I see around 60% GPU utilization. Going to 1440p pushes it to 90% but doesn’t change frame rate. Higher GPU load doesn’t mean more frames; it just reflects CPU constraints. Above 99% usage drops FPS. Going to 4K forces it past that threshold, reducing overall performance and making CPU work harder.

It's strange, I just encountered the same issue on my friend's PC too. He has an i5-8400 and a 1050Ti, and every game he played—like R6 Siege or Apex—consistently used 100% of the CPU or GPU. It's hard to figure out why these games hit the limit so quickly. It's a 6C/6T CPU, but I don't understand how it reaches that speed so fast.
