for budget builds my top pick is z690 elite+12600kf if he isn't heavily overclocking or intel's still a bit too much. if that doesn't work, go with b550 tomahawk+5600x and add the stock cooler. i'd aim to locate a 5600x on sale, as it feels unfair to pay 300 for one when the 12600kf is priced similarly.

It wouldn't make sense to suggest a Core i3 for a cost-effective setup. You can easily obtain the CPU and a B560 board at a fraction of the cost compared to an i5 or R5. If you're not willing to consider 4 cores or 8 threads, alternatives like the 10400F/11400F or 5600G paired with a B series board are available for around $300. The idea of spending over $500 solely on the CPU and motherboard has changed since then.
