Mainly because there are six additional threads, the 8700 performs well. The 9600k is already having trouble in games right now.

If you mainly play single-core games, opt for the 9600k and boost its speed; otherwise, choose the 8700 based on cost.

In most games, the 8700K performs better. For nearly all uses, it shines more than the 9600K. The only times the 9600K might edge out are for lightly threaded tasks. Older titles and certain non-parallelizable programs can run smoother thanks to the absence of HyperThreading, which adds minimal cost. Moreover, since the 9600K is soldered, it stays cooler—helping with overclocking potential, naturally. The 8700K belongs to the final generation where Intel applied its usual treatment even to K series chips.

Checking 8700k vs non-K options. Non-K models offer better clock speeds and single-core turbo is possible on Z boards. Setting BCLK to 103 can reach around 4.73GHz. Where are you sourcing these chips? You might find a better price with an 8700 non-K or a 9700k.

It's still a solid speed, so a 9600k isn't necessary unless you're comfortable with higher voltages and a powerful cooler since they offer more OC potential. The 5.3ghz+ is likely when the 9600k actually outperforms the 8700 in single-thread tasks.

At stock configurations, it behaves identically to the 8700k (4.3ghz), and a single-core boost is not possible. Unlimited power ensures superior performance compared to the 9600k.
