I’d choose the 12400F and allocate the 70€ to games for your new PC. This build uses a 4090 and pushes the CPU to its limits, with the 12400F being nearly the same as the 13400F.

The 12400F represents the older Alderlake design, whereas the 13400F is essentially Raptorlake—many 13th generation chips are based on Alderlake. According to Intel’s documentation, a significant portion of these chips end up as Alderlake.

I plan to use it mainly for engineering projects and gaming. It’s a student budget, so I might hold off until the 13th if there’s a noticeable performance difference.

I wouldn't suggest the 13400F. For current generation Intel, my suggestions would be 12100/13100, 12400, 12600K, 13500, 13600K, 13700K and non-K models like the 13900K or other non-K variants. The relevant F SKUs are 13900K and the non-K versions, depending on whether you need an iGPU or if the price gap is significant. If you can use the E-cores, the 12600K often outperforms the 12400 by 30-50% on multi-core tasks, and it's also about 10-15% faster overall thanks to higher clock speeds. At around 200EUR, it's a solid choice. The 13400 is essentially the rebranded 12600K with lower clocks and usually higher cost, making it less appealing unless you need specific features. Above 13600K you get Raptor Lake chips; the 13400F is just a rebranded 12600K, and the 13500 uses a faulty 12900K die, which limits its cache compared to the 13600K despite having the same core count.
