If you're limited to a Z490 board for an i5, you're stuck with 2666 max. However, if you pick a budget B450 or A520 board for a Ryzen 5, you can upgrade to higher-speed RAM and enjoy improved performance over time.

The 3600 costs about $20 higher. I didn’t say before that I own a Cryorig H7 cooler, which could help boost its overclocking potential. The board I’m interested in is the Gigabyte B450M DS3H.
