Gaming remains unaffected. Possibly 1% lows are capped. Performance improves to 5FPS at 3600, though it may happen intermittently.

I’d pick the 3600 CL17 since its RAM speed and timings are superior—CL17 at 3600 MHz really performs better than CL16 at 3200 MHz because cycles matter, not just MHz. The improvement is only a few percent in CPU-heavy cases. For games, where GPU usage usually dominates, the difference becomes negligible.
