If you're not planning an upgrade soon, it doesn't really matter much. Choose whatever is more affordable. However, I'd only opt for a Z board with that Intel chip. It's a secured component, but Z boards let you bypass power restrictions and use quicker memory, which is beneficial. With rapid RAM, the 10400 will outperform the 3600 in most games. If you're thinking about upgrading in a year or two, consider getting a Ryzen instead.

Varies by title but recent releases offer larger improvements thanks to faster memory. Also, using a B450 on AMD seems feasible; it looks like you’re not planning to boost the CPU further in this socket.

The upgrade process has been quite extended—likely several years ago. With the 10400F being a locked chip, can I still attempt to overclock using a Z-board?

Not usually, but you can boost current/power/turbo so it doesn’t throttle. You can use a RAM speed above 2666mhz and apply some light BCLK overclocking (though it’s not really necessary). It will match or exceed the Ryzen 3600 performance during games most of the time, but slower in other areas. If you won’t upgrade in five years or more, consider the Intel IMO.
