Then in that case 2700X with stock cooler works fine. You can adjust the fan curve if you want. Although be aware, if you're getting decent performance with your i3 already you'll be a bit disappointed from the upgrade. There's also the i5 9400F, some not terrible value from the Intel side, although that's a pretty good deal for the 2700X
