Checked the bios and tried enabling game boost for testing. The HWMonitor shows all cores at 4050Mhz @1.3V, but when I manually adjusted the OC settings in the OC menu to match those values, it didn’t work. Anyone familiar with this situation?

Game Boost appears as a precision enhancement feature. It seems active when BIOS settings show PBO Auto enabled.

It's interesting, I can turn on PBO myself without using the game boost by accessing the CPU settings on the OC page.

Absolutely, it's the same concept. Just as you can turn on XMP on the OC page, there are similar options available.
