I watched a YouTube video comparing an overclocked i7-6700k with a stock model. The stock version showed better FPS, while the overclocked one at 4.5, 4.6, and 4.7 dropped. I’m considering sticking with my stock i7-6700k at 2133mhz and 8GB RAM, wondering if that will be sufficient for gaming.

To the best of our knowledge, there won't be any RX490 in the near future. Maybe a 480XT will come along instead...
You'll get significantly more benefit from boosting your GPU while gaming.
Besides that, a CPU paired with the 1080 is sufficient for any gaming needs.

The 6700K is sufficient speed. Once the CPU exceeds the GPU's needs, further overclocking won't improve performance. I probably didn't see the video, but the decrease might have been within the acceptable error range.

Stock speeds will cover the situation most of the time. I list my 4690k OC'd as in my notes, but if I switch to slock clocks I notice no change. I just did it for more heat and noise, plus higher benchmarks.

The graphics card I plan to use is the GTX 1080, and if I have to wait, it might be the RX 490.
