so i am doing a new pc build and am trying to decide to go with cl16 or cl18 is there much difference in speed and latency or peformance

I think you're looking for cl18 since RGB isn't the goal. Cl16 is a better choice and you could likely overclock it to cl14, possibly reaching 3733 or even 4000mhz with a bit more voltage. Cl18 might need extra voltage to reach cl14, and once you hit cl14, further RAM frequency increases won't be possible. Some people have managed 3200mhz at 4000mhz, but I'm not sure about cl18 at cl14. It really depends on the specific RAM chips you're using. It would help to share links to the RAM you plan to buy.

It depends on the cost. If the price is low, grab it; otherwise, skip it. You could notice about a 10% variation in performance, but it’s not worth the $20 extra. Better save it for another purchase.
