AMD and Intel now offer sufficient cores. This shouldn't be a problem. If the developer can run more than eight cores with UE4, that's great.

In the CPU area it doesn't matter whether they chose AMD or Intel. Regarding the GPU, I noticed UE4 performed better with nVidia during development.

Both CPUs are compatible with UE4. There are no compatibility issues. Both teams now possess sufficient processors for demanding development. Which is superior? Likely AMD offers a better performance due to its strong FPU and higher core count, especially on the AM4 (PGA 1331) platform.

Sounds good too... it’s significantly more affordable than Intel. The price gap between Ryzen 7 1700 and 3700 will be massive. I can buy a 1700 for 165€. For the GPUs, the 2700X is about 180€—definitely a better option over the 1700. Which brand should I choose?

However, an 8-core setup isn't the full picture. A 3300x might work just as well or even better than a 1700, despite having half the cores and thread count. It really comes down to what you need for your project and how much you're willing to spend.
