Budget (including currency): around $400 Country: USA Games, programs or tasks it supports: Additional notes (existing components, peripherals required, previous upgrades, purchase timeline, desired display settings, etc.): I recently switched to a 4070 and it’s performed well, but I’ve experienced some performance limits at 1440p. I currently have a 9900k. Micro Center offers a 7700x with a motherboard and RAM for $400, while their 7800x3d is available at $500 using the same board and RAM. I’m leaning toward the 7700x combo since it’s a solid price point, but I’m considering the 7800x3d if I want flexibility for future upgrades. I plan to upgrade later, saving now to invest in a much better CPU next time.

You might find this clip appealing (requires 7800X3D). If your game relies a lot on caching, you'd invest in the $100 despite the 4070; otherwise, the 7700 suffices.

7700x should cover 1440p well, but 7800x3D works too. It might be a bit limited in performance at 1440p; checking out Hardware Unboxed or Gamers Nexus could help.

The variation mainly depends on preference rather than necessity. For someone with a 7800x3D, the MC 7700x package seems ideal, and you could upgrade to an 8800x3D next year.
