The main issue is keeping things cool, which is well under the MSRP and even used prices that would make you buy it. The only missing part is the 3DVcache on the X3D version of the 5800X, but it will still cause a huge performance boost no matter what.

I improved my main rig from the R9 3900X to the R9 5900X. The frame rate difference is noticeable, especially since my GPU isn’t limiting performance (it mostly handles 3840x1080). Basically, replace the 3800X with the 5800X and add about $50 to your budget. Go for it!
