It hinges on the silicon selection. High frame rate titles typically favor powerful cores, so the best ones go to the strongest processors. I own two i7 8060K chips and have access to an i9 9900K boosted to 5GHz for evaluation. One of my i7 8086s can outperform the i9 every time, while the other consistently loses to it—only slightly boosted to 5.1GHz. My "standard" i7 8086 matches the power of an i9, so upgrading isn’t necessary unless you really need extra cores. I wouldn’t choose an i7 9700K because I prefer avoiding reliance on chance for a solid experience. I’ve faced similar issues with my weaker i7 8700K in those tests; I want to avoid that outcome again. Even then, my underperforming 8700K handled high frame rate games smoothly with a GTX 1080 Ti. Performance drops noticeably only after moving to an RTX 2080 Ti. If you’re not aiming for the absolute top end on your graphics card, the choice might be less critical.
