You can verify the feature status by using the most recent HWiNFO64 release. It's named Dynamic Overclocking Undervolt Protection and found under Vulnerability Mitigation Mechanisms. It doesn't appear to match your system since you're running the latest July BIOS.

What do you think of a hundred megahertz? Shutting down E-Cores improves the base clock speed. Still, Raptor Lake struggles with serious overclocking unless you have a custom solution.
