7100U offers speed advantages, but the CPU by itself isn't enough to define a laptop. Other components like the chassis, display, and keyboard also play important roles.

The ram will be 4 gb with a display size of 1366x768 for both units, while the cpu remains different.

They're almost the same in function. The 4210U offers more turbo at 3.7 GHz, but its starting speed is lower and it uses Haswell IPC. The 7100U runs at 3.4 GHz with a solid base speed, though it's quite average. If you can, opt for an -8000 series model with quad cores. Otherwise, boost the RAM and install an SSD.
