I intend to push the i5 6600k to speeds from 4.2 to 4.5GHz. Is the V8 GTS excessive for this task? Will the vapor chamber in the V8 justify the additional $60?

The V8 is a waste... not sure why you're pairing a $25 cooler with a $100 one.
$25 - Hyper 212
$50 - Scythe Mugen Max
$65 - Phanteks PH-TC14-PE
$90 - Noctua NH-D15 / Cryorig R1 Ultimate
For 4.2 Ghz, use the Evo... for 4.5 Ghz, Iid opt for the Phanteks... also from an aesthetic perspective, you can match the Phanteks cooler color to your case's system scheme.

I would choose the more affordable choice and allocate additional funds to enhance airflow in the case. This could result in a greater than one-degree improvement.
