The i5 9400F lacks a native GPU, meaning you must purchase a separate one. The Ryzen 5 3400G comes with an integrated GPU, so if you already own a separate GPU or intend to acquire one, you can opt for either. Besides what @WereCatf mentioned, even with a graphics card, the 9400f isn't worth it. A 1600 AF would work just as well but cost less than half.

9400F performs better than the other option, though a full PC needs both CPU and components. This isn't a big deal given the many alternatives available.

You need the 3400G or possibly the more affordable 2400G. Without a dedicated or integrated GPU, there will be no functional display outputs. A PC becomes useless if you can't observe its activity.
