30Hz isn't actually a valid refresh rate specification (SLOW ISN'T EVEN A REAL TERM). At least 1080p at 60Hz is required.

720p at 60fps works well without a 1080p screen. For most games, 30-40 fps is acceptable. I prefer games with over 60 fps.

For all games, I’d pick the 1080p 30fps version since it’s perfectly synced and never drops. If I could decide for myself, I’d switch based on the game—PC lets me choose accordingly.
