I'm just starting out with sim racing and haven't played Project Cars yet. What I've noticed is that it doesn't fully replicate the experience of other sim racers. AC is often praised for its strong force feedback, but since Project Cars isn't available yet, I'm leaning toward AC. However, once it launches, I might reconsider.

I own both. I use a wheel and track IR, keep in mind ive been laying off PC for a while waiting for the release of it. pros and cons. Pros Project cars Very Pretty Varied career mode Find some of the cars are more vicious and feels like you are wrestling them for control I'd say it runs pretty well for the visuals Nice Damage Lovely Weather effects. Assetto Corsa IMO drives a bit better. (Pcars are is still very good) moddable. Drag racing mode More drifter friendly Cons Pcars I find some cars just...undrivable the Group 5 Ford Sierra, I find its turbo kick is just frigging relentless. While it looks good there is some stuff that REALLY bus me visually...Ie no smoke in mirrors Not moddable I find Track ir is very spazy and you need to manually tweek it. AC Looks a fair amount worse then Pcars, still creams rFactor 2 Carrer mode is very basic I find difficulty in career isnt as balanced. I was running at 98% AI and there was just some races I simply couldn't do Damage felt pretty basic to me. Penalty system can be annoying. Performance is not where it should be for its visuals as far as im concerned. Currently no rain racing Currently no night racing Thats stuff just off the top of my head...I will run some laps in each tomorrow and make another post with anything that is relivent I just had my work out session for the day and im really not in the mood to drag my wheel out and run laps.
