New setup ready now. Works only with a connected motherboard, not the GPU. RGB stays on but no fan activity and it doesn’t appear in Device Manager. Recently bought a pre-built unit (Intel i911900kf, Gigabyte RTX 3080, 16GB RAM, 750W PSU) from Newegg. When trying to download the Nvidia driver, I got an error. It seems my system isn’t recognizing the GPU. Onboard graphics are visible instead. Power cables look fine, but no fan spin detected—possibly due to temperature limits. I can connect it to a motherboard to get signal on my monitor, but that hasn’t worked before.
I verified the details—Newegg lists KF, yet System Info shows only the K version installed.
Your GPU is fully seated in the PCIe slot. It might have shifted out while being shipped. The simplest way to verify is disconnecting it, removing it, and reinserting it.
Consider what @Damo004 suggested. Another approach might involve changing your GPU's BIOS settings. First, power off your computer. On the GPU, there’s a tiny toggle (the cutout above "GEFORCE RTX"). The image shows it set to OC. Flip the switch to the opposite side, which should be the silent BIOS. Then begin your PC.

To give you more background, upgrading happened unexpectedly because my old PC became much slower—hard to use anything except watching YouTube on another screen. I tried various fixes, but what I could see was mostly artifacts in the display. This made me think my GPU might be damaged. (EVGA 1080)
