You might attempt it, but it probably won't work. You'll still need third-party solutions. If you're planning to utilize the newly free space, you'll have to rearrange partitions once more.

Despite advancements, Windows hasn't improved this feature. The limitation comes from how a spinning disk displays data—essentially a 2D layout that splits unpartitioned sections. Windows lacks a simple way to merge them, forcing users to rely on third-party tools such as Gparted or MiniTool Partition Wizard. Ideally, if you were planning to reduce the size of your C:\ partition, you should have considered it earlier before rearranging the partitions.

I've adjusted my partitions using the mini partition tool wizard and successfully installed Linux.

It seems the system isn't loading GRUB properly. Instead, it jumps straight to Pop OS, and your BIOS includes an OS boot manager feature followed by Windows.
