Regardless of my actions, the FPS in modern warfare 3 never exceeds 48 frames per second. Adjusting the settings doesn't help.

Consider looking into the configuration files for a FPS limit and adjust it to 60, 120, or 144. You might also attempt a console command while playing. Press the ~ key on your keyboard and then type in com_maxfps 0. Substitute the 0 with the maximum Hz your monitor supports. For a 60 Hz screen, use 60. For a 144 Hz screen, 120 is suggested for that game as higher values could cause instability.
