I've discovered a solution after a year of troubleshooting. The issue seems linked to the Windows update service. I encountered error 0x80080005 when attempting an update, and it appeared the service might be stuck during startup. I performed a clean installation of Windows several times, even reaching out to tech support seven times without success. However, removing any second SATA HDD resolved the problem for me. My operating system is currently running on a m.2 drive.
