It doesn't happen that way. Information isn't transferred by taking the slowest route; speed improvements come from better connections, not slower paths. If your internet speed is X, paying for X will only yield X in performance.

You have the option to create your own proxy. It shouldn't be used as a substitute for your ISP.

It varies based on your goals. I had to rent a Mac from macincloud for my Swift classes because I didn’t want to purchase a MacBook. It was extremely slow, laggy, and audio didn’t work properly. If speed and responsiveness aren’t essential, but heavy processing is needed, there are services that could help.
