I questioned a friend who suggested power limits might be the issue, but he mentioned UEFI BIOS defaults to auto, so that doesn’t seem likely. The temperatures hit around 78°C max, which makes thermal throttling unlikely. Previously it worked well, easily reaching over 4.2GHz, and I only changed the DOHCP profile to run memory at 3000MHz. My power plan is set to high performance with full CPU utilization. My R7 3700X is paired with a box cooler.

Ryzen 7 3700X, sorry for not mentioning earlier, I’ll update the post and include it. I’m working on video editing and creating visual effects with Premiere Pro and After Effects.

What level of usage are we at? If it's only for gaming or a regular task, reset the CMOS, turn on XMP/DPOC, and see how it performs.

You might want to reset and CMOS, just to be sure. But generally, 3.8 across all cores is fine for a 3700X.

Really? When I checked my CPU on userbenchmark, it showed my chip was in the top 1%, which made me think there might be an issue. Got it, I appreciate it. I’ll give it another shot.
