CPU runs at just 1% load with a clock speed of 4450MHz when idle. It seems the temperature might be elevated, though I’m not certain. This configuration for an AMD Ryzen 7 4700G is typical.

Usually you wouldn't notice this unless your power settings are really high. As for your point about temperatures, I wouldn't expect them to be that high. From what I've seen, high clock speeds without heavy demand don't usually cause extreme heat. It might be a bit higher than lower speeds, but it won't reach the levels you'd see when the system is under stress.

In the power options menu, choose "alter plan configurations" followed by "modify advanced power configurations." Under "processor power management," expand to "minimum processor state." The current setting is set to 5% by default.
