You can try using a mixture of rubbing alcohol and a bit of dish soap or a specialized cleaning solution designed for CPU components. If you prefer something gentler, a soft cloth with a small amount of isopropyl alcohol (if available) or a dedicated thermal paste remover might work. Avoid harsh chemicals that could damage the CPU.
It should work fine, though I remain cautious about any alcohol near the CPU components since those cleaning wipes might contain unexpected substances. In short, they’re likely suitable, but don’t overdo it. TL;DR: They should be fine, just avoid excess.
I don't either. I rely on these tiny cleaning pads made from water and iso alcohols that are perfect for removing thermal paste. I wouldn't recommend alcohol-based wipes for phone cleaning, as they might harm the screen or protective layer on certain devices.
You're able to do it. Keep in mind it will take more time for them to completely dry because they contain more moisture. If you're worried, using a paper towel works fine. You won't achieve a perfectly squeaky clean with just that, but it should be sufficient for a reapplication task.
paper towels without residue... I've also used cleaning wipes on glasses.
