Your CPU remains stuck at high speed even after launching games, stays locked until you reboot, and continues this behavior without any game. The issue might be related to overheating or thermal throttling, especially with your Z690 chipset and DDR4 setup.

I'm checking the tools to determine how to assess clock speeds. The value 5.6 on the E cores seems incorrect.

I run at 3.6ghz with all cores active, including my P and E cores. I noticed my performance dropping sharply. I’ve checked for updates, reset the CMOS, but nothing helped. I fixed it when I accidentally turned off Intel’s speed shift feature, which was the root cause. Thanks for your assistance!

What are your temperatures? Could the CPU be getting too hot? Are there any tuning tools on the system? If none of these answers are yes, I’d just configure a fixed clock speed in the BIOS (5GHz for P cores, 4.2GHz for E cores should work fine). That should take care of it.

Thanks for reaching out again, but the issue persists even after launching the game. It keeps running without any thermal throttling, and temperatures stay below 60 during play.

It appears to occur only in Apex Legends, with no recent updates, so it might be a glitch.
