I’m looking to enjoy some classic Command & Conquer titles, especially Red Alert 2. Since my PC can’t handle optical discs anymore, I’m wondering if there’s a reliable way to access these games without CDs.

I have a 20$ USB DVD drive I store in my bag (usually not plugged in) for occasional use with DVDs or CDs.

You might even get one from a friend and transfer the files to your PC to run without a disc. But it costs around $20 for a disc drive or you could likely purchase them on Steam, hehe.

Steam offers only the remastered versions of C&C, Red Alert 3, and C&C3. Origin provides the "Command & Conquer Ultimate Collection" with similar titles up to C&C4, but access requires an EA Play subscription rather than a direct purchase.
