You're going to struggle. Graphics wise, what GPU do you have? There is no such thing as a RTX 960 8GB. There was a GTX 960 2GB or 4GB versions. Either way, I'm guessing you're going to have to set low default, then make sure "depth of field" and "motion blur" are off if it isn't already done by the preset. Pretty much needs V-sync off in the current state. I used this on an Arc A380 which is more powerful than a 960 on average and it was playable. Note you will run into sim speed problems sooner than later. There is no settings fix for this. You will need more CPU. Game will still look ok but simulation speed will be painfully slow as the city population grows.

What is this? It seems like it might take another year before the game runs smoothly on all hardware, especially lower-end systems. Checking your specs suggests your setup may not meet the requirements, which could affect performance. Adjustments like reducing clouds, shadows, depth of field, and upscaling might help, but overall there aren't many other options.
