Game configurations could also be helpful. Does your computer have that Onboard Intel Nvidia GPU switching feature? If yes, it may lead to issues with many games because the software doesn't always switch correctly and ends up using the built-in GPU instead of the dedicated one. You can typically turn it off in the BIOS settings.
It's 8gb ram with a rotational drive being the main issue. Cities Skylines tends to consume a lot of memory, often forcing the computer to switch to the harddisk which leads to lags and slower loading times. Upgrading to an SSD would help a few problems, while adding more RAM to 12 or 16gb could resolve others.
Are you using the m2.nvme as a cache for the harddisk?
I've seen some laptops that handled this differently and didn't perform well, almost not caching at all. In most situations, it's better to use NVMe for the system instead.

What's going on, why does it work now? I don't know why or how.
Surely there are some silly background tasks at play. Using an SSD or NVMe would provide the IOPS needed and prevent any stutters.
