Network 3 is unable to retrieve DNS, but it can send pings to all devices up to the 192.168.1.1 network. R1 on Cisco can reach anything via DNS within that range.

Are they configuring R1 Cisco to perform NAT for outgoing traffic via the ISP/modem port? Unless you can manually set static routes on the modem.
The UDP port 53 needs to be accessible across all devices in the network for DNS resolution to work properly.
I can't view the files, but I'll look into the outgoing NAT rules since access stops after reaching the router.
