I suggest choosing AM5 instead of LGA 1700, as the latter is no longer supported. The 14th generation CPUs are the final ones for that socket, so you'll retain an upgrade option in the future with a more powerful processor without needing to replace everything else. I followed Why_Me's recommendations and changed the motherboard, CPU, RAM, and SSD accordingly.
I think though, if the situation were in the USA with a microcenter close by, you could secure much better offers. For instance, I could buy a fresh 12700k MSI z690 board along with 16GB DDR4 RAM for just 350 dollars. They also had another offer featuring an AMD 7700x, a B650 board, and 32GB DDR5 RAM for 399. There are definitely some excellent options available. If you're building in the USA, I'd really think about that AMD bundle, plus a new PSU and case, then decide what's left for a GPU.
the haswell CPU is quite outdated, especially since you've been running the 4th generation i5. a platform that allows for some upgrades would be beneficial.
you might consider settling for a mid-range CPU and GPU, or stick with the 1660ti and plan to upgrade the graphics later.
