It's at 100%. I checked against my friends' computer, and his Chrome appears significantly improved. The top section with tabs seems much reduced in size.

Click the icon, select Properties, and disable scaling for high DPI.

Click the Chrome icon, go to compatibility, and select "Disable display scaling on high DPI settings." It resolved the issue for you. If this causes strange scaling, try downloading the 64-bit developer version. It restored Chrome to its normal appearance.
