It depends on how often you press the star icon—it doesn’t save, just flashes bright yellow.

Transfer your bookmarks to a file, remove any leftover Chrome configuration files from the registry and system directories, then restart and reinstall the latest version of Chrome.

Yes, there is a bookmark bar. It shows the location where you choose to save the bookmark. The color remains consistent, either staying yellow or changing as needed.
