Also important to mention is that the B660 Tomahawk shares the same board as the mortar, but uses Full ATX instead of MATX.

Yes, but most full ATX boards are now matching entry-level Z690 models such as Z690 UD DDR4 and MSI PRO Z690-P DDR4. I think it makes sense to opt for a Z690 now (for more slots and added features). Most users won’t require a full ATX setup. mATX offers the best balance of cost and performance.
