You can connect the SSD directly without removing the HDD, but ensure it’s properly seated. To let Steam recognize the game files, check the Steam client settings for file location preferences and verify that the correct installation path is selected.

I would remove the power from the game drive, specifically the SATA cable. This helps identify which drive needs formatting without needing to recall which OS is running on the disk. After reinstalling Steam, you should be able to restore the game library via the top-left corner where you can enter a game code.
