I would choose 7 since you can turn off desktop composition, which requires some video processing. I believe it's not possible to disable it in Windows 8.

Stick with Windows 7 unless you need Windows 8. You'll receive a Windows 10 update soon. Honestly, you shouldn't worry about the OS if you're only interested in watching videos—video players are essential, and tools like VLC work on most Linux systems too.
