Choose the correct boot device.
at first I power on the PC, it prompts a reboot and chooses the correct boot device, then restarts and it repeats. If I press the delete key and go to BIOS, it restarts normally and launches Windows. This issue hasn't occurred before. My 970 EVO is set as the highest priority in the first boot, and the OS is installed there.
I had to relocate my 970 EVO from the initial bootloader position to another location, and now it functions properly.
